About Us
The Administrative Organization of any institution is essential for the performance of work in a proper way. It determines the work methodologies, communication channels within the departments and sections, and the limits of supervision and subordination, which define the responsibilities of each individual within the organization
to assume his role efficiently inorder to achieve the objective sought. Recognizing the importance of the administrative organization, SADC has designed its organizational structure in a manner that enables it to assume its huge responsibilities related to the management of many departments and customs ports throughout the Kingdom. SADC consists of a headquarters office located in Riyadh, and 32 seaport, airport, and landport customs.
SADC Headquarters The Headquaters office in Riyadh is organized as follows :
SADC Director General's Office Its responsibilities include organizing the Director General’s secretarial works and appointments. There are advisors at the Director General’s office, who provide consultation on a variety of subjects referred to them by the Director General.
SADC Information Center Responsible for introducing state-of-the-art automation technologies to transform all manual works into automated procedures through a Kingdom-wide computer network linking SADC headquarters with different customs ports. It includes five departments: Information Services, Statistical Analysis, Applications Development, Technical Support, and Support Services.
International Programs & Conventions Department: Responsible for drafting bilateral and international commercial and economic agreements that cover the scope of commercial exchange, exemptions, and customs duty rate reductions between parties involved in the convention.
Inspection Department: Responsible for monitoring the work progress at SADC departments and customs ports to verify their adherence to applicable rules and regulations in implementing customs, financial, and administrative procedures.
continuation: Legal Department Responsible for following up customs violations referred to pertinent customs committees seeking their opinion to resolve them. It also participates in formulating rules, regulations, conventions and contracts.
Modernization & Administrative Development Department: Responsible for conducting organizational studies, introducing modern techniques to facilitate and simplify customs work, and organizing training inside the Kingdom and abroad for SADC staff.
Inspection Support Department: Responsible for the development of inspection techniques and introduction of modern detection devices, which help in efficient interdiction of contrabands. It is also responsible for the canine enforcement program and training of detector dogs handlers.
Personnel Department: Responsible for processing all procedures pertaining to recruitment, promotions, temporary duty, overtime, service termination, payroll, and personnel filing.
Finance Department: Responsible for budgeting, control of expenditure as per funds allocated for each budget category, inventory control, and tendering.
Administrative Communication Department: Responsible for receiving incoming and outgoing mail and keeping records of all correspondence exchanged between SADC and other organizations.
Customs Tariff Department: Responsible for conducting studies on tariff nomenclature and customs duty rates and issuance of pertinent instructions. Control of boycott and restrictions on goods falls under its responsibility.
General Audit Department: Responsible for reviewing import and export declarations to verify that they are processed in compliance with the rules and regulations, and the customs duties are collected as per applicable rates.
Exemption Department: Receives exemption decisions issued by the Ministry of Industry to the importers to verify that they are complete and valid, and then sends them to customs ports to put them in effect.
Valuation Department: Responsible for customs valuation.
Revenue Department: It is responsible for controlling customs duty collection and deposit at the Saudi Arabian Monetary Agency. It also verifies the accurate implementation of financial rules and regulations.
Customs Ports There are 32 customs ports spread throughout the Kingdom. The organizational structure of each customs port, whether airport, seaport, or landport, is almost as following:
Customs Port Director: He is responsible for organizing work assignments to be accomplished and resolving any problem obstructing work progress.
Customs Port Deputy Director: He assists the Customs Port Director in accomplishing the work assignments, and takes over his responsibilities in his absence.
Customs Port Director’s Office: It performs the Customs Port Director’s secretarial works, and organizes his appointments with the public. It monitors the staff attendance.
Inspection Section: Performs unscheduled re-inspection of containers, goods, and vehicles to ensure sound implementation of procedures. It also inspects the processes related to customs security, and arriving & departing passengers and vehicles.
Legal Section: Records the legal cases, collects the pertinent documents, and submits them to the customs port director in preparation for referral to competent customs committees to resolve them.
Passengers & Customs Security Director: Organizes the customs security work and assigns the employees required to work at each shift.
Passengers’ Section: Inspects passengers’ personal effects to ensure that they do not contain any prohibited items, and prepares seizure reports if any such items are detected. It detains any printed material, films, and currencies, which need to be investigated.
Inspection Control Section: Organizes and supervises detector dog handlers work and distributes them among the work shifts at the inspection groups.
Customs Affairs Director: Supervises customs sections responsible for customs duty collection, transit processing, goods and vehicles pricing, unclaimed goods, etc.
Inspection groups Section: Numbers import declaration packages, inspects goods contents, assesses import price, and determines duty rate.
Transit Section: Tracks transit vehicles, monitors transit seals on vehicle canvas, and issues permits to vehicles as per transit conventions
Manifest Section: Receives ship or plane manifest in both Arabic and English, verifies route number on the original manifest and translated copies, records any goods shortages, and distributes the manifest copies to the competent agencies within the customs port or outside it.
Samples Analysis Section: Receives goods samples from the inspection groups and delivers them to the laboratory to verify conformity of goods with the specifications before releasing them.
Customs Documentation Section: Receives import declaration packages, groups them into dutiable, exempted, transit, and immediate release, and gives each of them a sequential number prior to filing.
Vehicle Pricing Section: Receives import declaration packages pertaining to vehicles, determines vehicle price, and enforces adherence to price limits provided by SADC price control department.
Administrative & Financial Affairs Director: Supervises all administrative and financial sections responsible for processing accounting, revenue, cashier, warehouses, personnel, and building maintenance.
Unclaimed Goods Section: Advertises unclaimed goods after classifying them according to type, prepares unclaimed goods sale reports, and performs all settlements pertaining to them.
Revenue Section: It tracks the collection of customs duties and other charges levied by the cashier at the inspection groups, records them and transfer the money collected to Saudi monetary agency or its branch.
Accounting Section: Implements the financial rules and regulations and keeps a complete set of register to tighten the control over the financial processes carried out at the customs port.
Warehouse Section: Tracks all processes pertaining to inventory control.
Personnel Section: Processes all assignments pertaining to recruitment, payroll, promotion, overtime, temporary duty, vacation, pension, and service termination.
Administrative Communication Section: Receives mail, cables and telexes, distributes them, and organizes their filing in a manner ensuring their retrieval.
Traffic & Maintenance Section: Operates customs port vehicles fleet, and supervises all maintenance works of the customs port buildings.
